From the supplier: The House Ways and Means Committee is expected to have a health care reform bill ready for consideration by Jul 7, 1992. Reps Pete Stark and Richard Gephardt have been working on a draft proposal. The proposal would place a cap on national health spending that would be limited to the percentage increase in the gross domestic. The Department of Health and Human Services would be required to set provider payment rates. Groups or individuals seeking health insurance could not be turned away or discriminated against in rates. Exclusion periods would be limited and premiums would be based on community rates.
